What it means
AML requirements originated in traditional banking but have increasingly been extended to cryptocurrency businesses — exchanges, custodians, and payment processors are, in most jurisdictions, now required to run programs equivalent in substance to what a bank must maintain, including designating a compliance officer, filing suspicious activity reports, and screening customers and transactions against sanctions lists.
For crypto specifically, AML compliance faces a structural challenge traditional finance does not: transactions on public blockchains are pseudonymous and permanently recorded, which makes retroactive investigation more powerful than in cash-based systems, but also means an AML program has to actively trace wallet-level exposure rather than relying solely on account-holder identity checks at onboarding.

The U.S. Bank Secrecy Act and FinCEN's guidance treat crypto exchanges as money services businesses subject to AML program requirements, mirroring obligations that traditional banks have carried for decades, adapted for blockchain-based transaction monitoring.
