What it means

Regulated OTC desks run by exchanges or dedicated trading firms perform real KYC and transaction monitoring on their counterparties, functioning as a normal, compliant part of institutional crypto trading — large funds, miners, and treasuries routinely use them precisely to avoid moving the market with a visible order.

Unregulated or loosely regulated OTC operators are a different story. Because a single large trade settles privately between two counterparties, an OTC desk with weak screening can move very large sums of illicit funds in one transaction, without the fragmentation into smaller trades that public exchange activity would otherwise create — which is exactly the profile that makes some OTC exposure a meaningful risk factor rather than routine business activity.

Chinese OTC merchants operating on peer-to-peer platforms have repeatedly been identified by blockchain analytics firms as major cash-out points for funds tied to pig-butchering scams and North Korean hacking proceeds, processing sums far larger than typical retail exchange trades.
