Burns happen for reasons well beyond enforcement, issuers routinely burn and mint stablecoins as part of normal redemption flows, where a user redeems tokens for fiat and the issuer burns the corresponding on-chain supply to keep it matched to reserves. Enforcement-driven burns are a narrower, more consequential subset: destroying funds tied to theft, sanctions, or court-ordered forfeiture.
The key distinguishing fact about a burn, compared to a simple freeze, is irreversibility. A freeze can be lifted by clearing a flag; a burn permanently removes the balance from the address, and if the funds are meant to be restored to a legitimate party, the issuer has to mint an entirely new, separate amount to a different destination, the original tokens are gone for good.
