Mixers exist on a spectrum from simple pooling services to sophisticated protocols using zero-knowledge proofs, like Tornado Cash, to make the deposit-to-withdrawal link cryptographically unlinkable rather than merely obfuscated. Legitimate privacy motivations exist for using one — not every user of a mixer is laundering funds — but the practical effect is identical regardless of intent: it breaks the chain of custody that provenance analysis depends on.
Because mixer interaction so reliably correlates with an intent to obscure fund origin, it is treated as a high-weight signal even absent any other evidence. Regulators have gone further than most other risk categories here: OFAC's 2022 sanctioning of the Tornado Cash smart contracts themselves, rather than just individual users, made interacting with that specific protocol a sanctions matter, not just a risk-scoring one.
