Exchange Hold

An exchange hold is an off-chain restriction: a centralized venue pauses a deposit, withdrawal, or the whole account while its compliance team reviews the activity. The tokens may still be transferable on-chain; the hold lives in the venue’s own systems, not in the token contract.

What it means

People often call any stuck USDT or USDC balance “frozen.” An exchange hold is a different mechanism from an issuer freeze. The issuer is not flipping a blacklist flag. The venue is applying its own risk, sanctions, or source-of-funds review to a customer account.

That distinction matters for what you can prove. An issuer blacklist is visible on-chain. An exchange hold is not. A public scan can show exposure that a compliance team might also care about — sanctions adjacency, mixer interaction, high-risk funding — but it cannot see KYC files, internal case notes, or the venue’s unpublished risk model.

Real-world example

A deposit of USDT arrives at a hosted wallet and the account is placed under review. A block explorer still shows the tokens moving into the venue’s address, and the sending wallet is not blacklisted on the token contract. The restriction is the account hold, not an issuer freeze.
