What it means
The term covers a family of related powers rather than one single mechanism. Depending on the issuer and the token's implementation, an issuer freeze can mean adding an address to a blacklist, halting all transfers of the token network-wide with a pause switch, or, in the most severe case, burning the frozen balance so it can be reissued elsewhere. What all of these share is that the decision and the execution both sit with the issuer, not with validators or miners.
This is the structural feature that distinguishes issuer-controlled assets like USDT, USDC, or PAXG from bearer assets like Bitcoin. A Bitcoin holder's balance cannot be frozen by any single company, because no entity holds that kind of contract-level authority over the Bitcoin network. A stablecoin holder's balance can be, because the issuer wrote that capability into the token when it was deployed.
Real-world example
Circle has frozen USDC balances directly in wallets sanctioned by OFAC, including addresses associated with the Tornado Cash mixer after its August 2022 sanctions designation — the tokens were rendered unusable in those wallets within hours of the designation, without any court process specific to those individual holders.
