What it means
USDT's multi-chain issuance is the key detail a freeze checker has to account for correctly: Tether operates separate contract deployments on different networks, each with its own independently maintained blacklist. A wallet address can, in principle, be blacklisted on one network's USDT contract while remaining unaffected on another, so a check needs to specify which network is actually relevant to the transaction at hand.
Given that Tron currently carries the largest share of USDT transaction volume of any single network, a freeze checker that only covers Ethereum will miss the network most USDT activity, and most freeze events, actually happen on.
Real-world example
A wallet blocked from moving USDT on Ethereum can, in principle, still hold and move USDT normally on Tron, which is exactly why a USDT freeze checker needs to report status per network rather than giving one blended answer.
